In 1940 the Navy instructed Kawanishi Aircraft, who had previous expertise in growth of superb floatplanes, to produce an aircraft become referred to as 15-shi floatplane fighter, Kawanishi designed and produced a large, single-seat midwing, floatplane of metal construction. It had a huge centerline float, and a little strut mounted outrigger float near each wing tip. It had been operating on an exemplary Mitsubishi Kasei radial motor and first flew in December 1943. It was designated the N1K1 Type 11 "Kyofu" and rule called "Rex" by the allied forces through the war.
Although Kyofu was regarded as many successful floatplane fighters to obtain ever been place in practical solution, it arrived way too late to obtain any impact on the end result of the pacific conflict.
